Rice's doublespeak on the 9/11 response

According to NSA Rice, the administration should be excused for their lack of action on al-Qaida prior to 9/11 because the intelligence warning of likely attacks within the U.S. did not specify the wheres and hows of any specific attacks.
But that standard for action was not applied by this administration prior to their decision to invade Iraq. Leading up to the invasion and in the time since, we've seen no intelligence documents that specified an Iraqi attack on the U.S., either here or abroad. But we sure took direct action against them anyway.
So which is it, Ms. Rice? Did we fail against al-Qaida or did we invade Iraq unnecessarily?
